On July 9, the Association of International Pharmaceutical Manufacturers (AIPM) outlined key initiatives to ensure the ongoing availability of drug therapy during a roundtable discussion with the State Duma Committee on Health, titled "The National System of Drug Security of the Russian Federation."
The event brought together State Duma deputies, representatives from federal executive bodies, and experts to formulate solutions and recommendations, building on discussions from SPIEF 2026. The focus was on enhancing drug sovereignty, fostering technological independence, and ensuring sustainable drug supply for the population.
AIPM emphasized the importance of securing the entire lifecycle of medicines, from molecule development to patient access. Each phase requires tailored regulatory adjustments for innovative drugs. Special attention was given to protecting intellectual property, with AIPM advocating for a stable legal framework concerning evergreen patents, compulsory licenses, and other measures.

Larisa Matveeva, executive AIPM director, underscored the critical role international companies play in advancing national healthcare goals.
"The most significant contribution today is the transfer of technology," she said. "Foreign manufacturers bring in technological platforms, localize production, and engage in joint research, creating a seamless patient journey from diagnosis to innovative treatment."
AIPM proposed a dynamic pricing model for high-cost, innovative drugs. This approach aims to balance patient access with budgetary sustainability. Instead of strict administrative filters, the model suggests economic incentives. The system links the price of a drug to the volume of public procurement over a year: the higher the procurement volume, the lower the price. This method promotes transparent savings without compromising patient rights or adding unnecessary bureaucracy, while adhering to clinical principles of therapy.
According to AIPM, this strategy strikes a balance between providing patients with access to medical innovations and maintaining the financial stability of the Russian healthcare system.
